Service law applies to all civil servants of Pakistan. According to Section 2(b) of the Civil Servants Act 1973, a civil servant is defined as a member of an All-Pakistan Service or a civil service of the Federation, including posts related to defense. However, it does not include individuals on deputation to the Federation from a province, those employed on a contract or work-charged basis, or individuals classified as “workmen” or “workers” under the Factories Act 1934 or the Workmen Compensation Act 1923.
