Additionally, following non-resident / intending to be non-resident citizens are also eligible for NICOP: -
- Citizens who are emigrant or intending emigrant (having foreign employment agreement)
- Citizens who are immigrants and hold residence visa / permit / equivalent status from a foreign country.
- Dependents of emigrants.
NICOP constitutes legal proof of the holder’s identity, citizenship, and official status as a Pakistani national. It serves as a valid document for all purposes for which proof of Pakistani citizenship is required under the relevant laws and regulations.
Holders of a NICOP may enter Pakistan without obtaining a visa, as they continue to enjoy all rights and privileges available to Pakistani citizens while abroad. The NICOP ensures convenient, lawful, and unrestricted travel to Pakistan in accordance with applicable immigration and nationality laws.

Notes:
- Children of Pakistani parents who have grown up in Germany and who have due to their birth in Germany acquired German nationality in addition to their parent’s nationality from the other state, are eligible for a NICOP.
- Individuals who previously renounced their Pakistani nationality can apply for a NICOP after acquiring a resumption certificate (Form Y) from IMPASS.

Pakistani citizens can apply for a NICOP in the following categories through Pak ID:
- New/Fresh – First-time application for NICOP.
- Renewal – Extend the validity of an existing NICOP.
- Reprint – Get a duplicate NICOP in case of loss or damage.
- Modification – Update details on your NICOP.
- Modification in Non-Printable Fields – Update details which are not printed on the card such as Marital status, Qualification, and Profession etc.
- Cancellation – Request cancellation of an issued NICOP.

You can apply for your NICOP by either visiting any NADRA Registration Center (NRC) or through Pak-Identity Mobile App.
NADRA Registration Center (NRC)
You can apply for NICOP by going to the nearest NADRA Registration Center (NRC). Following are the steps which you will be following at the NRC:
- You will be issued a Qmatic token
- Token will be issued as per your requirement
- Your photograph will be captured
- Your fingerprints and signature will be taken
- Your required data entry will be done and digital form will be displayed for review
- Interview and approval of Application by OIC
- Fee submission
Biometric Verification / Attestation for fresh cases: In case, any of your blood relatives (Father, Mother, Brother and Sister) is available at the time of application, their biometrics will be captured. Otherwise, form will be printed and given to you for attestation.
Pak ID Mobile App
You can apply for your National Identity Card for Overseas Pakistanis (SNICOP) by visiting Pak ID Mobile App and have it delivered to your doorstep.

The card printing and delivery timelines starts from submission of processing fee and depend on the application priority selected. Details are as under: -
The delivery timelines for NICOP depend on the priority level:
normal priority takes 31 days, urgent priority takes 23 days, and executive priority takes 9 days.

- Incomplete applications can take longer time and depends on the applicant’s reply to the case officer.
- During law & order situation, courier services operations are sometimes affected, therefore delays are expected during the dispatch of cards."
A citizen obtaining two or more identity cards/certificates with different Identity Numbers is marked "DUP" in NADRA database. Once you apply for DUP clearance, one of your card/certificates will be retained while the other (duplicate) will be surrendered automatically. For this purpose, overseas Pakistani citizens will have to submit an application and supporting documents to National Database & Registration Authority (NADRA) through email ID: dup.op@nadra.gov.pk
You can visit any NADRA Registration Center (NRC) and apply for "DUP" clearance. The fee charged for this is Rs. 1000/- (for same particulars) and Rs. 10,000/- (for different particulars).
